This value is not an absolute millisecond duration. The receiver determines the glide timing.
Portamento time uses CC5. Write the example values 12 → 90 on the controller lane of the target channel.
The controller is sent on a channel. Hearing a change requires the receiver to implement that CC function. Check its MIDI implementation chart.
