In MIDI 1.0, CC7 concerns channel volume, CC11 expression and CC1 the modulation wheel. They are distinct controls. The receiving instrument determines the mapping, especially what modulation changes: vibrato in one patch can become a different parameter in another.
For a sustained phrase, attack velocity alone may not describe its evolving dynamics. Understand the mapping before adding controller curves. Raising every control does not guarantee expressiveness. Test one parameter on a short phrase first to hear its contribution and avoid conflicting layers.
