In standard switch interpretation, 63 is off and 64 on. Continuous half-pedalling depends on the instrument.
Damper switch threshold uses CC64. Write the example values 63 → 64 on the controller lane of the target channel.
The controller is sent on a channel. Hearing a change requires the receiver to implement that CC function. Check its MIDI implementation chart.
